Creates the "Arkansas Public Service Internship Program" to be administered by the Department of Transformation and Shared Services, expanding internship opportunities to include both graduate and undergraduate students in cabinet-level departments.

Replaces previous internship program requirements restricting students to those pursuing Master of Arts or Master of Public Administration degrees with broader eligibility for students seeking practical experience in state government.

Establishes Office of Personnel Management responsibilities including issuing program policies, assisting departments in recruitment, and developing curriculum introducing students to responsibilities across all cabinet-level departments and state government branches.

Creates a pool of 200 extra help positions specifically for the Arkansas State Government Internship Program through the Office of Personnel Management.

Declares the act effective immediately upon Governor approval due to COVID-19 pandemic demands on state agencies and the need for flexible staffing support.
