Repeals the definition of "temporary employee" (a person appointed for a period not to exceed six months) from the Uniform Attendance and Leave Policy Act.

Repeals the provision authorizing "shared leave, when authorized" as an option for accrual and use of sick leave.

Changes catastrophic leave bank program eligibility from "institutions of higher education" to "an institution of higher education," allowing individual institutions to participate rather than requiring all institutions collectively.
