Modifies Arkansas Code § 14-2-305(a) to change the composition and tenure requirements of the Electronic Recording Commission, which consists of 11 members appointed by the Governor.

Removes the requirement that a commission member be an active state legislator and replaces it with a requirement that one member be from the banking, title, or real estate industry.

Extends commission member terms from two (2) years to four (4) years.

Changes the expiration date of current commission member terms from September 1, 2009 to December 31, 2021.

Maintains that a majority of commission members must be county recorders and that members may receive expense reimbursement per Arkansas Code § 25-16-901 et seq.
