Repeals Arkansas Code § 6-61-111 requiring state-supported institutions of higher education to implement student assessment programs evaluating learning of general education core curriculum.

Repeals Arkansas Code § 6-61-127 establishing the Arkansas Higher Education Performance Reporting System that provided quantitative information on institutional performance to the General Assembly and public.

Amends § 6-61-221(b) to replace "Office of Accountability" with "Division of Public School Accountability" in requirements for reporting students requiring postsecondary remediation within two years of high school graduation.

Amends § 6-82-306(b)(4)-(6) concerning Arkansas Governor's Scholars Program eligibility by removing the end-of-course examination proficiency requirement and renumbering qualification subsections.
