Allows recipients of Arkansas Governor's Distinguished Scholarships to also receive Arkansas Academic Challenge Scholarships, with the combined award capped at the maximum Governor's Distinguished Scholarship amount.

Expands eligibility for nontraditional students to include graduates of private, out-of-state, and home schools, or those with a high school equivalency diploma, who achieve a superscore of 19 on the ACT or equivalent.

Requires the Division of Higher Education to promulgate rules in consultation with ACT, Inc. to determine how to calculate and disseminate ACT superscores for applicants.

Allows institutions to satisfy reporting requirements through previously submitted information in the Arkansas Higher Education Information System or state financial aid information system, and clarifies that reports must include demographic data and remedial course information.

Changes annual legislative reports to the Legislative Council from detailed individual data to summary-level data on scholarship recipients' race, GPA, ACT composite scores, and family income.
