Appropriates $226,250 to the Office of the Governor from the Constitutional Officers Fund for operating expenses during fiscal year 2020-2021.

Authorizes the Governor to employ one Lead Legislative Liaison who serves without pay but receives per diem up to $250 per day when the General Assembly is in regular session.

Authorizes nine additional Legislative Liaisons who serve without pay but each receive per diem up to $200 per day when the General Assembly is in regular session.

Per diem payments become effective January 11, 2021, and are processed through the Department of Finance and Administration - Management Services Division with Governor approval.

Declared an emergency measure effective upon passage and approval on February 2, 2021, to ensure continuity of Governor's legislative operations during the 93rd General Assembly session.
