Prohibits local governments (counties, cities, towns, and other political subdivisions) from enacting ordinances or policies that prevent customers from purchasing or connecting to utility services based on the energy source used.

Prevents local governments from restricting a customer's right to install wires, pipes, or conduits needed to access utility services based on the energy source being delivered.

Defines "energy source" to include both nonrenewable and renewable energy resources used to provide utility services.

Applies to utilities regulated by the Arkansas Public Service Commission providing electricity or natural, renewable, or manufactured gas, as well as Liquefied Petroleum Gas Board-permitted propane gas providers.
