Prohibited political action committees are barred from making contributions to ballot question committees, legislative question committees, political parties, county political party committees, approved political action committees, or other prohibited political action committees.

Candidates and their committees must disclose the full name and complete address (street, city, state, and zip code) of each financial institution used for receiving contributions or making expenditures within the state in their initial campaign finance report.

Financial institution information disclosed by candidates is not a public record and is exempt from disclosure under the Freedom of Information Act of 1967.

Repeals the requirement that candidates cannot solicit or accept campaign contributions more than two years before an election, except for retiring previous campaign debt.

Reenacts Arkansas Code § 21-8-705 requiring candidates for elective office to file an additional statement of financial interest for the previous calendar year by January 31 in the year of a general election if the party filing period ends before January 1 of that year.
