AR SB139

Amends the definition of "extraordinary academic ability" for the Arkansas Governor's Scholars Program to allow students to use ACT superscores of 32 or above instead of single test scores, or SAT scores of 1410 or above.

Requires ACT superscores and SAT scores to be earned by December 31 prior to the application deadline for consideration by the Division of Higher Education for scholarship awards.

Modifies the Critical Needs Minority Teacher Scholarship Program to allow applicants to use ACT superscores as defined by Arkansas Code § 6-85-204(25) in the selection criteria calculation.

Authorizes the use of the selection index with ACT superscores as an alternative process for applicants with grade point averages below 2.5 on a 4.0 scale or ACT composite superscores greater than 19.
