Creates new Arkansas Code § 7-5-112 authorizing the Secretary of State to issue emergency election procedure rules during declared emergencies, allowing modifications to statutory election procedures when necessary to carry out elections.

Emergency rules may be adopted with less than 30 days' notice if the Secretary of State finds imminent peril to public health, safety, or welfare or compliance with election processes requires expedited action.

Emergency election rules must be approved under Arkansas Code § 10-3-309 and have a maximum effective period of 120 days; successive identical or substantially similar rules cannot be adopted earlier than 30 days after expiration of the original rule.

Amends Arkansas Code § 12-75-114(e)(1) to prohibit the Governor from suspending any statute, order, or rule related to the conduct or process of elections during declared emergencies, leaving such authority exclusively with the Secretary of State.
