Adds Arkansas Code § 28-65-111 allowing courts to direct payment from a ward's assets for services or goods rendered during guardianship upon petition by the Department of Human Services.

Allows courts to authorize sale of a ward's property at public auction for less than three-fourths of appraised value, notwithstanding existing statutory requirements.

Requires facilities or programs receiving payment for ward services to file quarterly written reports with the court itemizing fund expenditures.

Mandates the Public Guardian for Adults shall employ and assign Deputy Public Guardians to provide services in the Fourth, Nineteenth Judicial Districts (West and East), and other districts if necessary.

Allows the Public Guardian for Adults to contract with qualified individuals and accept volunteer services, with restrictions prohibiting contractors or volunteers from being employees of or related to facility staff providing services to the ward.

Changes court appointment authority so courts may not appoint the Public Guardian as guardian unless the Public Guardian petitions and consents, and no willing qualified person or entity is available.
