Amends Arkansas Code § 12-75-114(e)(1) to allow the Governor to suspend regulatory statutes, orders, or rules during emergencies if strict compliance would prevent, hinder, or delay necessary action in coping with the emergency.

Suspensions of regulatory statutes, orders, or rules automatically expire after 30 days unless the Governor terminates the state of disaster emergency or an extension is approved.

Extensions beyond 30 days require passage of a concurrent resolution by the General Assembly if in regular, fiscal, or extraordinary session, or a resolution by the Legislative Council if the General Assembly is not in session.

Any regulatory suspensions in effect on the bill's effective date remain suspended for 30 days from that date or until legislative action is taken, whichever comes first, regardless of whether the underlying state of disaster emergency is terminated.

Declares an emergency due to deficiencies exposed by the COVID-19 pandemic and makes the act immediately effective upon Governor approval, veto expiration, or veto override.
