Establishes maximum of 630 regular employees for the Arkansas State Game and Fish Commission with salary ranges from $39,155 to $152,638 for fiscal year 2021-2022.

Authorizes 185 temporary or part-time "Extra Help" employees at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $124,222,887 from the Game Protection Fund for operations including $39,586,383 for regular salaries, $1,312,500 for extra help, $12,957,482 for personal services matching, and $8,885,000 for capital outlay.

Appropriates $4,000,000 from gas lease revenues for maintenance, operations, capital projects, land acquisition, conservation easements, grants, and natural disaster response ($3,000,000).

Appropriates $150,000 for conservation partners program grants and $13,250,000 for Black River Wildlife Management Area restoration expenses related to hardwood timber destruction mitigation.
