Defines "electioneering" as the display or audible dissemination of information advocating for or against any candidate, issue, or measure on a ballot, including campaign literature, buttons, signs, and stickers.

Excludes from the definition of electioneering: candidate identification presented by the candidate under Arkansas Constitution Amendment 51, § 13, and ballot measure displays required under § 7-5-202.

Designates entire private property areas, including parking areas and adjacent roadways, as polling sites when selected by county election boards, with electioneering prohibited only inside voting buildings, within 100 feet of primary voter entrances, and near voter lines.

Allows private property owners to restrict only electioneering activities causing permanent damage, such as displays installed with concrete or painted materials.

Prohibits public buildings used as polling sites from restricting electioneering on the property, parking areas, or grounds, except inside voting buildings, within 100 feet of primary voter entrances, and near voter lines.
