Amends Arkansas Code § 20-77-2802 to redefine "emergency medical services" and "medical transportation" to include nonemergency ambulance services and air ambulance services provided through licensed providers.

Redefines "medical transportation provider" as a licensed provider of emergency medical transportation as defined by 42 C.F.R. § 433.56(a)(18) as it existed on January 1, 2021.

Adds exemption in Arkansas Code § 20-77-2806 protecting nonemergency transportation providers contracted with the Department of Human Services from the assessment fee program and upper payment limits or access payments.

Declares an emergency due to medical transportation providers struggling to remain viable, citing that the Department of Human Services must develop a state plan amendment approved by the Centers for Medicare and Medicaid Services before increased payments can be distributed.

Bill became effective upon Governor's approval on March 24, 2021.
