Creates new Arkansas Code § 16-10-142 prohibiting courts from suspending a driver's license solely for failure to pay fines/fees or failure to appear, unless specific procedural requirements are met.

Requires courts to order suspension to begin within 15 days of the order if the person fails to make payment arrangements or appear, and to transmit the order electronically, by fax, or by letter to the Department of Finance and Administration.

Mandates the Department of Finance and Administration notify the person by first class mail of the risk of license suspension and provide 15 days to make arrangements before suspension takes effect.

Allows courts to rescind license suspension orders upon receipt of sufficient payment arrangements or appearance by the person, with the court transmitting rescission orders to the department.

Amends Arkansas Code § 16-13-708 and § 16-17-131 to require compliance with the new § 16-10-142 procedural requirements before courts may revoke or suspend driver's licenses for failure to pay fines or appear in court.
