Expands the definition of "elected public official" to explicitly include staff members of elected officials and clarifies it does not include appointed individuals.

Excludes General Assembly employees, constitutional officer staff, and Cabinet-level department heads appointed by the Governor from the definition of "public employee" subject to the Act's protections.

Protects public employees from discipline or discrimination for communicating with elected officials or the public about job-related matters, and for expressing views on matters of public or private concern, with reasonable time, place, and manner restrictions allowed.

Establishes that violations constitute a Class A misdemeanor and allows public employees to bring civil actions for injunctive relief and monetary damages of $50.00 per day of violation.

Declares an emergency to ensure immediate implementation of the law, effective upon the Governor's approval, passage without action, or veto override.
