Establishes maximum of 235 regular employees for Arkansas State University Three Rivers for fiscal year 2021-2022, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 60 temporary or part-time employees ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $4,655,182 from state operations funds for regular salaries ($2,800,000), personal services matching ($825,000), and maintenance and general operations ($1,030,182).

Appropriates $10,067,962 from cash funds for salaries, extra help, personal services matching, operations, capital improvements ($1,000,000), debt service ($200,000), and promotional items.

Becomes effective July 1, 2021 under emergency clause to ensure continuity of agency operations for the fiscal year.
