Establishes 326 maximum regular employees for South Arkansas Community College (SACC) for fiscal year 2021-2022, with positions ranging from President ($172,874) to classified support staff across educational, academic, and auxiliary enterprises categories.

Authorizes 175 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act or this act for appropriate classifications.

Appropriates $7,305,690 from state operations funds for regular salaries ($4,687,221), extra help ($130,000), personal services matching ($1,340,010), and maintenance and general operations ($1,148,459).

Appropriates $17,357,910 from cash funds for regular salaries ($4,323,477), extra help ($285,275), overtime ($34,225), personal services matching ($1,237,734), maintenance and operations ($3,825,899), capital improvements ($7,000,000), debt service ($500,000), and other operational expenses.

Effective July 1, 2021, with an emergency clause declaring the appropriation essential to agency operations and compliance required with State Procurement Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws.
