Establishes maximum of 881 regular employees for University of Arkansas at Pine Bluff for fiscal year 2021-2022, including administrative, academic, auxiliary, and agricultural positions with specified salary ranges.

Authorizes 924 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act or this act.

Appropriates $30,590,079 from state operations funds for personal services, operating expenses, professional fees, and maintenance.

Appropriates $68,480,349 from cash funds for salaries, operating expenses, capital improvements, debt service, and related costs.

Includes special provisions allowing Board of Trustees to approve salaries up to 1.5 times Distinguished Professor rate for biomedical researchers, designates $252,558 for Jenkins Center support, requires 100% matching funds for 1890 Research and Extension Programs, and permits athletic staff allowances up to $10,000 annually.
