Amends Arkansas Code § 6-20-2309 to modify enhanced transportation funding for school districts for the 2021-2022 school year, replacing previous funding amounts for the 2019-2020 and 2020-2021 school years with new specified amounts.

Establishes enhanced transportation funding amounts for the 2022-2023 school year and each school year thereafter, with individual dollar amounts specified for each of Arkansas's school districts.

Distributes enhanced transportation funding in addition to foundation funding provided under § 6-20-2305(a)(2), with amounts varying by district from $0 to over $178,000 annually.

Declares an emergency to ensure transportation funding is provided for the 2021-2022 and 2022-2023 school years so school districts can budget accordingly, based on findings that transportation funding is a state obligation and Assembly duty.

Becomes effective upon Governor approval, or if neither approved nor vetoed, upon expiration of the Governor's veto period; bill was approved March 15, 2021.
