Adds a definition of "meeting" to Arkansas Code § 25-19-103 as a discussion among three or more members of a governing body about matters relating to public business on which action may reasonably be anticipated.

Expands the definition of "meeting" to include discussions conducted in person, by telephone, electronically, or by other means of communication.

Includes serial one-on-one conversations between members of a governing body, whether formal or informal, regarding the governing body's business within the definition of "meeting".

Defines "governing body" to include municipalities, counties, townships, school districts, boards, bureaus, commissions, organizations, schools, and other public entities subject to Freedom of Information Act requirements.

Amends Arkansas Code § 25-19-106(a) to require that all meetings of two or more members of covered governing bodies be public meetings, except as otherwise specifically provided by law.
