Establishes maximum of 540 regular employees for Arkansas State University - Beebe for fiscal year 2021-2022, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 225 part-time or temporary "Extra Help" employees paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $14,328,491 from state operations fund for personal services and operating expenses, including $11,500,000 for regular salaries and $2,300,000 for personal services matching.

Appropriates $38,875,897 from cash funds for personal services, operating expenses, capital improvements ($14,250,000), and debt service ($3,000,000).

Requires disbursement compliance with state procurement, accounting, budgetary procedures, and fiscal control laws; effective July 1, 2021 through June 30, 2022.
