Appropriates $116.2 million in general revenue funds and $1.996 billion in cash funds to the University of Arkansas for Medical Sciences for the 2021-2022 fiscal year for personal services, operating expenses, and grants.

Establishes a maximum of 11,446 regular employees across administrative, classified, academic, patient care, and support positions with specified salary rates ranging from $30,483 to $569,506 annually.

Authorizes up to 625 temporary/part-time "Extra Help" employees, 410 nursing PRN pool positions, and 530 UAMS temporary positions as needed during the fiscal year.

Appropriates additional funds for specialized programs including $41.4 million for the Winthrop P. Rockefeller Cancer Institute, $7.1 million for healthcare initiatives, and allocations for rural medical scholarships, poison control, domestic violence shelters, and child abuse programs.

Allows flexibility through 300-position "growth pools" and 700-position "Clinical Expansion and Research Pool" for emerging medical research and patient care needs, subject to Legislative Council or Joint Budget Committee approval.
