Establishes maximum number of regular employees (661 total) and salary rates for the University of Arkansas at Monticello and its satellite campuses (McGehee, Crossett, and Arkansas Heavy Equipment Operator Training Academy) for fiscal year 2021-2022.

Authorizes up to 790 temporary or part-time employees for Monticello, 36 for McGehee, and 36 for Crossett, with compensation per state classification and compensation standards.

Appropriates $15,314,665 in state operations funds and $27,581,000 in cash funds for Monticello main campus; additional appropriations for Center for Forest Business ($841,915), McGehee ($2,511,770 state and $940,150 cash), Crossett ($1,866,375 state and $1,003,660 cash), and AHEOTA Warren Center.

Requires all disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and higher education expenditure restrictions.

Declares emergency effective July 1, 2021 to ensure continuous operation of the university and its programs.
