Establishes a maximum of 2,229 regular employees for Arkansas State University-Jonesboro for fiscal year 2021-2022, with specified salary ranges for administrative, classified, and academic positions.

Authorizes 2,064 additional temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $71,844,963 from the Arkansas State University Fund for state operations, including $53,000,000 for regular salaries, $8,586,000 for personal services matching, and $8,798,963 for maintenance and general operations.

Appropriates $223,896,158 from cash funds for personal services, operating expenses, capital improvements, and debt service during the fiscal year.

Authorizes ASU System to offer one-time lump-sum incentive bonuses or educational differentials of up to 6% of employee salary for degree attainment, effective July 1, 2021 through June 30, 2022.
