Establishes maximum of 2,290 regular employees for University of Central Arkansas for fiscal year 2021-2022, with specific salary ranges for administrative, classified, and academic positions.

Authorizes up to 1,600 part-time or temporary employees ("Extra Help") to be paid from appropriated funds at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $62,922,143 from state operations fund, including $61,500,000 for regular salaries and $1,402,143 for extra help.

Appropriates $178,838,000 from cash funds for personal services, operating expenses, capital improvements, and debt service, including $32,900,000 for regular salaries and $41,100,000 for capital improvements.

Authorizes Board of Trustees to provide special allowances up to $10,000 per fiscal year to coaches teaching multiple sports and additional payments to head coaches from athletic apparel vendor contracts; allows tuition reimbursement for faculty pursuing education benefiting university accreditation and professional standards.
