Establishes maximum of 362 regular employees for Southeast Arkansas College for fiscal year 2021-2022, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 200 temporary or part-time "Extra Help" employees at rates consistent with the Uniform Classification and Compensation Act.

Appropriates $7,509,228 from the Southeast Arkansas College Fund for state operations, including $5,600,000 for regular salaries, $750,000 for extra help, and $1,100,000 for personal services matching.

Appropriates $34,700,000 from cash funds for operations, including $2,000,000 for regular salaries, $1,000,000 for extra help, $5,000,000 for operating expenses, and $15,000,000 for capital outlay.

Authorizes the Board of Trustees to reimburse tuition and educational expenses for current faculty seeking additional education to meet accreditation standards and critical instructional area needs, effective July 1, 2021 through June 30, 2022.
