Amends the definition of "nonconviction information" to extend the timeframe for felony arrests without disposition from 1 year to at least 5 years elapsed since arrest date with no active prosecution pending.

Requires noncriminal background check requests mandated by state or federal law to be submitted to the Division of Arkansas State Police through the Arkansas State Police Criminal Background Check System by electronic means.

Modifies the definition of "arrest records" under the Arkansas State Criminal Records Act to exclude felony arrest information if more than 5 years (previously 3 years) have elapsed from the date of arrest.

Applies the electronic submission requirement for noncriminal background checks to the Arkansas State Criminal Records Act administration.

Exempts background check submissions originating outside the State of Arkansas from the electronic submission requirement.
