Appropriates $12,777,143 from the University of Arkansas Fund for personal services and operating expenses for the 2021-2022 fiscal year, including $9,637,000 for regular salaries and $2,470,000 for personal services matching.

Appropriates $77,139,120 from cash funds for the same period, including $7,169,300 for regular salaries, $498,730 for extra help, and operating expenses, capital improvements, and debt service.

Allocates appropriated funds to four main programs: System Administration ($4,834,231), Criminal Justice Institute ($2,856,400), Archeological Survey ($2,584,194), and Clinton School ($2,502,318).

Authorizes 366 maximum regular employees and 300 part-time/temporary "Extra Help" employees across system administration, criminal justice institute, archeological survey, and Clinton School divisions.

Appropriates separate funding for Arkansas School for Mathematics, Sciences and the Arts ($13,604,752 state operations plus $22,215,000 cash funds), Arkansas Research and Education Optical Network ($3,000,000 plus $32,000,000 cash funds), and Criminal Justice Institute drug education and training ($150,000).
