SB 220 Summary

• Appropriates $139,961,126 from the University of Arkansas Fund for personal services and operating expenses, including $102,000,000 for regular salaries and $24,000,000 for personal services matching for fiscal year 2021-2022.

• Appropriates $1,000,820,000 from cash funds for regular salaries ($242,030,000), extra help ($24,010,000), overtime ($1,790,000), maintenance and operations ($218,440,000), conferences and travel ($40,120,000), professional fees ($78,000,000), capital outlay ($66,000,000), capital improvements ($175,000,000), and debt service ($82,000,000).

• Establishes a maximum of 5,449 regular employees and authorizes 3,208 part-time or temporary employees ("Extra Help") with wages not exceeding those provided in the Uniform Classification and Compensation Act.

• Appropriates additional funds for specific university programs: School of Law ($800,000), Garvan Woodland Gardens ($1,200,000), Research and Technology Park ($260,000), World Trade Center ($250,000), and Arkansas Centers for Rural Education in Autism and Related Disabilities ($2,500,000).

• Authorizes special allowances for athletic department personnel (up to $10,000 for directors and head coaches, $1,000 for assistant coaches and coordinators) from auxiliary income derived from athletic receipts or non-state contributions, and allows additional coach compensation from vendor contracts for apparel, shoes, and multimedia rights.
