Establishes maximum of 1,899 regular employees for the University of Arkansas - Division of Agriculture for fiscal year 2021-2022, with salary ranges from $38,471 (Apprentice Tradesman) to $227,321 (Distinguished Professor).

Authorizes up to 700 temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $75,335,505 from State Operations Fund for personal services and operating expenses, including $52,863,000 for regular salaries and $14,405,000 for personal services matching.

Appropriates $89,562,880 from cash funds for Division of Agriculture operations, including $18,350,700 for regular salaries, $27,627,400 for operating expenses, and $16,652,150 for capital improvements.

Appropriates $3,113,000 from cash funds for the Soils Testing and Research Program, including $591,000 for regular salaries and $1,000,000 for capital improvements; effective July 1, 2021.
