Establishes maximum of 291 regular employees for University of Arkansas Community College at Morrilton for fiscal year 2021-2022, including administrative, classified, and academic positions with specified salary ranges.

Authorizes 110 temporary or part-time employees ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $6,774,386 in state operations funds for fiscal year 2021-2022, consisting of $5,483,200 for regular salaries and $1,291,186 for personal services matching.

Appropriates $29,000,000 in cash funds for operating expenses, capital improvements, debt service, and other costs including $7,000,000 for operational expenses, $10,000,000 for capital improvements, and $1,200,000 for debt service.

Act becomes effective July 1, 2021 and declared an emergency measure necessary for the immediate operation of the college and essential governmental programs.
