Establishes maximum of 272 regular employees for University of Arkansas Community College at Batesville for fiscal year 2021-2022, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 100 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $5,160,214 from state operations funds for regular salaries ($4,310,214), extra help ($100,000), and personal services matching ($750,000).

Appropriates $12,921,000 from cash funds for regular salaries, extra help, overtime, personal services matching, maintenance and operations, capital improvements, debt service, fund transfers, and promotional items.

Effective July 1, 2021, with emergency clause declaring immediate effectiveness necessary for agency operations.
