The Legislative Council shall establish by rule the Medical Marijuana Advisory Subcommittee to provide advice on all matters related to Arkansas Constitution, Amendment 98.

The subcommittee may review matters including licensing and operation of dispensaries and cultivation facilities, registration and certification of agents, licensure of transporters and processors, qualifying medical conditions, taxation of proceeds, and rules promulgated by state agencies implementing Amendment 98.

The subcommittee may also review proposed contracts of $25,000 or more by the Alcoholic Beverage Control Division, Department of Health, Medical Marijuana Commission, or other relevant state agencies related to Amendment 98 implementation.

The Medical Marijuana Advisory Subcommittee shall serve as the required subcommittee for review and approval of referred matters, except proposed rules are submitted for review purposes only without subcommittee approval.

During regular, fiscal, or extraordinary sessions of the General Assembly, the Joint Budget Committee shall perform the subcommittee's functions, and may establish a subcommittee to handle these duties.
