Amends Arkansas Code § 12-27-106 to require the Board of Corrections to file quarterly reports with the Legislative Council containing all new and revised administrative directives and administrative memoranda issued by the board, Division of Correction, Division of Community Correction, staff, and the Secretary of the Department of Corrections, excluding confidential information.

Changes terminology in § 12-27-110 and § 12-27-111 from "Department" to "Division" of Correction and Community Correction, and replaces references to "Director" with "Secretary" of the Department of Corrections.

Modifies § 12-27-117 to authorize the Secretary of the Department of Corrections, with Board approval, to purchase identifying occupational uniforms for correctional personnel and probation and parole personnel.

Amends § 12-27-123 to place all Department of Corrections personnel under direct supervision and control of the Secretary (rather than Director), with the Compliance Division remaining under direct authority of the Board.

Updates § 25-43-403(c) to clarify the Secretary's duties to administer the Department of Corrections, including delegating powers, hiring personnel, and performing duties assigned to the department or its employees.
