Allows electric cooperative corporations to opt out of Arkansas Public Service Commission (APSC) jurisdiction by selecting self-regulation, except for generation and transmission cooperatives.

Requires at least 90 days' notice to members via postal mail before a self-regulation vote, including three opportunities for member comments and posting in accessible locations.

Requires a majority vote by members to approve self-regulation, with results reported to the APSC within 60 days; the transition to self-regulation must be completed within 12 months.

Self-regulated cooperatives may set their own rates and service terms while providing 90 days' advance notice of rate changes; the APSC retains jurisdiction over service territories, transmission siting, quality of service complaints, pole attachments, net metering, and demand response.

Allows self-regulated cooperatives to return to APSC jurisdiction through a petition signed by at least 10% of members or a board-initiated membership vote, with the return process completed within 12 months of approval.
