Replaces references to "Career Education and Workforce Development Board" with "State Board of Education" and "Director of the Office of Skills Development" with "Director of the Division of Career and Technical Education" throughout vocational education statutes.

Repeals Arkansas Code §§ 6-51-401 through 6-51-404, which established plumber vocational training program requirements and standards.

Repeals Arkansas Code § 6-53-502, which authorized joint grants for tech-prep education programs between the Arkansas Higher Education Coordinating Board and State Board of Career Education.

Modifies § 6-51-302 to transfer approval authority for establishing vocational centers from the State Board of Career Education to the State Board of Education, with review of recommendations from the Career Education and Workforce Development Board.

Updates alternate retirement plan definitions in §§ 24-7-901 and 24-2-401 to reference plans approved by the Career Education and Workforce Development Board before April 5, 2021, affecting technical institute and vocational school staff.
