Amends Arkansas Code § 23-62-111(c) to establish minimum requirements for employee benefit stop-loss insurance policies issued by insurers.

Sets annual attachment point for individual claims at a minimum of $20,000.

Requires annual aggregate attachment points for groups of 50 or fewer members to be the greater of: $4,000 multiplied by the number of group members, 120% of expected claims, or $20,000.

Requires annual aggregate attachment points for groups of 51 or more members to be at least 110% of expected claims.

Prohibits stop-loss policies from providing direct coverage of healthcare expenses of an individual.
