Amends Arkansas Code § 8-4-203(b)(1)(B) to redefine "nonmunicipal domestic sewage treatment works" to exclude public facilities boards and public water authorities from the nonmunicipal category.

Changes the definition so that only devices or systems operated by entities other than cities, towns, counties, public facilities boards, or public water authorities are classified as nonmunicipal domestic sewage treatment works.

Declares an emergency due to expiration of current law on June 30, 2020, which could disrupt sewage treatment operations at public facilities boards and public water authorities that protect public health and safety.

Provides for immediate effectiveness upon Governor approval, the end of the Governor's veto period, or override of a gubernatorial veto.
