Amends Arkansas Code § 6-64-218 to allow the University of Arkansas Board of Trustees to sell purchased or donated land following procedures established under § 22-6-121, while prohibiting sale of land with deed restrictions requiring public use.

Creates new Arkansas Code § 22-6-121 establishing a formal process for selling state land valued over $500,000, requiring public notice, public hearings in the county where land is located, and appraisals by three certified appraisers.

Routes proposed land sales to appropriate legislative committees based on land use: agriculture/forestry committee for agricultural or wetland properties, transportation committee for transportation facilities, and state agencies committee for other purposes.

Requires state entities to publish notices on their websites for 21 consecutive calendar days before and after committee review, allowing public comments on surplus land declarations and sales.

Permits disposal of surplus state land through public sale (with 21-day notice) or negotiated sale with approval from the Legislative Council or Joint Budget Committee, and declares an emergency effective upon gubernatorial approval.
