Prohibits construction service contracts and contract solicitations from requiring bidders, offerors, or contractors to have a specified experience modification factor to be eligible to participate or be awarded a contract

Amends Arkansas Code Title 4, Chapter 56 (procurement law) and Title 19, Chapter 11 (public procurement) to add prohibition sections defining experience modification factor as a value assigned by rate service organizations under workers' compensation insurance filings

Applies to all contracts for construction services and offers to contract issued on or after the effective date of the act

Declares an emergency based on COVID-19 pandemic causing unemployment and economic crisis, citing that experience modification factor requirements unfairly prevent businesses from obtaining contracts and force closures

Takes effect immediately upon Governor's approval, expiration of veto period without action, or veto override by the legislature
