Requires vehicle identification number (VIN) verification prior to the sale of three-wheeled, four-wheeled, or six-wheeled all-terrain vehicles by persons engaged in the business of selling such vehicles

Maintains existing VIN verification requirements for motor vehicle registration or certificate of title applications when the owner lacks a properly endorsed title or manufacturer's certificate of origin

Allows owners without proper documentation to obtain title only through a court order or the state's bonded title procedure under § 27-14-409(c)

Requires VIN verification when a vehicle's title or ownership document from another state bears designations such as salvage, prior salvage, damaged, prior damaged, junked, nonrepairable, or substantially similar designations

Adds new section 27-20-209 to Arkansas Code to codify the VIN verification requirement for three-wheeled, four-wheeled, and six-wheeled all-terrain vehicle sales
