Expands the existing prohibition on attaching signs to utility poles to clarify it applies to poles "used to provide utility, cable, telecommunication, or broadband services" and maintains exceptions for warning, safety, and identification signs by utility companies.

Authorizes municipalities to allow temporary attachments of the United States flag, state flag, or municipal flag to municipally-owned poles through adoption of an ordinance.

Requires municipal flag attachment ordinances to include restrictions on size (height and length), type of attachment, roadway visibility, dates of placement, and employee safety protections for pole climbing.

Prohibits municipal ordinances from allowing attachments in state highway rights-of-way or authorizing members of the public to install attachments on municipal poles.

Adds municipalities to the list of entities entitled to nondiscriminatory access for pole attachments from public utilities, alongside electric utilities, telecommunications providers, cable television services, and cable internet access services.
