Reappropriates $510,000 from the Development and Enhancement Fund for the Department of Human Services - Division of County Operations to replace computer system equipment at field offices, effective July 1, 2021.

Reappropriates $510,000 in federal funds designated by the Chief Fiscal Officer for the same computer system equipment replacement project at field offices, effective July 1, 2021.

Requires all contracts and obligations to comply with State Treasury fund availability, State Purchasing Law, General Accounting and Budgetary Procedures Law, and Revenue Stabilization Law.

Directs that funds be disbursed in compliance with stated reasons in budget manuals, Agency Requests, Executive Recommendations, and Legislative Recommendations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2021, finding that delayed implementation would cause irreparable harm to essential governmental programs and public safety.
