Reappropriates balances of capital improvement appropriations for the Department of Agriculture from Act 109 of 2020, effective July 1, 2021, from the Development and Enhancement Fund in amounts totaling approximately $41.5 million for maintenance, renovation, construction, equipment, and related expenses.

Reappropriates $120 million in bond proceeds for construction of new office space, laboratories, and support facilities for the Department of Agriculture ($60 million each for two separate projects).

Reappropriates $69,563 from the Livestock and Poultry Special Revenue Fund for construction, renovation, and equipping of the Necropsy Room at the Livestock and Poultry Diagnostic Lab.

Reappropriates $1,606,459 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, stewardship, or preservation of state-owned lands, historic sites, buildings, structures, and objects.

Requires compliance with state purchasing laws, accounting procedures, revenue stabilization law, and fiscal control regulations; permits use of grants, donations, federal funds, and unobligated cash income to supplement state treasury funds for project financing.
