Reappropriates $160,000,000 from Act 102 of 2020 for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade and repair projects for state-owned real property and facilities, effective July 1, 2021.

Reappropriates $50,000,000 from Act 102 of 2020 for major maintenance, renovation, repair or construction work to provide contingency appropriation for capital projects, effective July 1, 2021.

Reappropriates $50,000,000 from Act 102 of 2020 for information technology enhancement, innovation, operation, equipping, consolidation, and upgrade to state technology and development of new projects, effective July 1, 2021.

Requires all disbursements to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law and other applicable fiscal control laws unless specifically provided otherwise by law.

Declares an emergency effective July 1, 2021 to ensure uninterrupted operation of the Department of Transformation and Shared Services, with approval dated March 1, 2021.
