Reappropriates $1,300,000 from the Development and Enhancement Fund to the Department of Transformation and Shared Services - Arkansas Geographic Information Systems Office for the Arkansas Digital Orthophotography Program 2020 update, effective July 1, 2021

Permits the department to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing, but prohibits use of Maintenance and General Operations appropriations for these purposes

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and fiscal control regulations administered by the Department of Finance and Administration

Establishes that funds must be disbursed in compliance with stated reasons documented in budget manuals, Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee

Declares an emergency effective July 1, 2021 due to constitutional one-year appropriation limits and essential agency operations
