Reappropriates $845,861 in unexpended balances from Act 11 of 2020 for computer science initiatives, effective July 1, 2021, payable from the Development and Enhancement Fund.

Reappropriates $3,119,890 in unexpended balances from Act 11 of 2020 for maintenance, renovation, and operations of four Department of Education buildings located in the Capitol Complex, effective July 1, 2021.

Reappropriates $4,462,727 in unexpended balances from Act 11 of 2020 for the same Capitol Complex building maintenance and operations purposes, effective July 1, 2021.

Requires all contract awards and fund disbursements to comply with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations unless otherwise specified by law.

Declares an emergency effective July 1, 2021 to ensure proper operation of the Department of Education, as Arkansas constitutional law prohibits appropriations for more than one year periods.
