Reappropriates $20,441 for the Office of Health Information Technology (OHIT), State Health Alliance for Records Exchange (SHARE), and grants to rural or critical access hospitals, effective July 1, 2021.

Reappropriates $11,000,000 for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of Department of Health real property and facilities, effective July 1, 2021.

Reappropriates $75,000 for grants for education, training, personal services, and other expenses related to epilepsy training and services, effective July 1, 2021.

Prohibits contracts or obligations exceeding available State Treasury funds and requires compliance with state purchasing, accounting, budgetary procedures, and fiscal control laws.

Declares an emergency effective July 1, 2021, stating that appropriation delays could harm essential governmental health programs.
